Shri Vinay Katiyar was born on 11 November 1954. He is the son of Devi Charan Katiyar and Shyam kali. He completed his education from Kanpur University. He founded the Bajrang Dal in India. He had the honor of serving as a member of parliament of Lok Sabha and Rajya Sabha. He was selected as the secretary of the Bharatiya Janata Party.
 
He commenced his political career with the Akhil Bharatiya Vidyarthi Parishad (ABVP) organization. In 1970, he headed the organization as its secretary. In 1974, he served as the convener of the Bihar movement led by Jayaprakash Narayan. He served Rashtriya Swayamsevak sangh as its full time worker in 1980. In 1982, he founded Hindu Jagran Manch. He established Bajrang dal to lend his support to the Ram Janmabhoomi Movement. From 2002- 2004, he served as the president of the Bharatiya Janata Party from Uttar Pradesh's side.
